政府发展作为客观的历史进程，是现代政治学和公共行政学关注的重要议题。虽然政府发展的路径各国都有某些相似的轨迹，但在概括共性时，更要注意传统发展观所忽视的各国政治历史、社会结构和制度变迁的差异性和多样性。讲座运用南开大学研究团队关于政府理论的“职能、机构、体制、过程”四维分析框架，首先，回顾改革开放三十年的政府发展，肯定成绩，正视差距，不避讳难点、困点问题。其次，基于中国政府发展“传统与现实相交汇、现代化与后现代化相融合”的特殊性，借鉴国际经验，思考政府改革如何推动经济治理模式 和福利社会制度的形成，初步展望未来十年政治生活的主要任务。
