Social Media, African Chiefs and New Experiments in Public Administration in Kenya

Somewhat surprisingly local Chiefs near the city of Nakuru in Kenya use Twitter to perform various roles in the village. Even though most people own only simple mobile phones. In this talk, I reveal how Twitter is localised and adapted to communities and how this alters community policing, sociality, public participation and further allows other new kinds of experimentations.
