I will attempt to motivate the study of Selmer groups of elliptic curves, as well as talk about some of the recent progress that has been made in their study. After that I will discuss some results on the growth of Selmer ranks in certain cyclic extensions of number fields. In particular, under suitable conditions one can determine the dimension of the Galois invariants of the p-Selmer group as a sum of local contributions.
