DESCRIPTION:How can we encourage police “reform” that makes things bet
 ter not worse? The main policy response so far has been increased regulato
 ry control. An analysis of 12 Evidence Based Policing trials in the Master
 s programme at the IOC  over the last 5 years\, suggests that modestly sup
 ported police practitioners can rapidly undertake trials\, and survive fai
 lure through 'black box thinking'. An ‘inside advantage’ in access\, o
 rganisational knowledge and implementation governance appear to be key'.
