DESCRIPTION:Does the West have a moral responsibility to resettle displace
 d populations\, giving opportunities for education\, employment\, and retu
 rning remittances? This panel will set this argument against the suggestio
 n that it is better for the future recovery of war-torn countries to encou
 rage the integration of refugees into nearby host countries that share cul
 tural ties and language. Whether in the West or elsewhere\, we ask what me
 asures can be taken to ensure healthy integration and promote long-term ec
