DESCRIPTION:Eritrea and Ethiopia have entered into a new phase of rapproch
 ement following the peace agreements signed in Asmara (9 July 2018) and Je
 ddah (16 September 2018). This rapprochement has unleashed a wave of enhan
 ced bilateral and regional relationships and the Horn seems hopeful of goo
 d seasons to come. The 1998-2000 border war between the two countries was 
 previously concluded by the so-called Algiers Agreement of 12 December 200
 0\, which established a Border Commission\, a Claims Commission and called
  for the establishment of a body to investigate the origins of the conflic
 t. The decisions of the two commissions remain unimplemented and the fact-
 finding body was never constituted. The new rapprochement is the result of
  Ethiopia’s promise to fully implement the Algiers Agreement. However\, 
 except for a broad reference to abide by the Border Commission’s decisio
 n\, the 2018 agreements make no reference to the Algiers Agreement. In thi
 s talk\, Mr. Andemariam will argue that implementation of the Algiers Agre
 ement and assumption of responsibility by both sides for their actions dur
 ing the impasse between 2002 and 2018 should be the cornerstone of the new
  peace deal if its ambitious objectives are to be realized.
