DESCRIPTION:We analyse the problem of negative modes of the Euclidean sect
 ion of the\nReissner-Nordstr\\"om black hole in four dimensions. We find a
 nalytically\nthat a negative mode disappears when the specific heat at con
 stant charge\nbecomes positive. The sector of perturbations analysed here 
 is included in\nthe canonical partition function of the magnetically charg
 ed black hole. The\nresult obeys the usual rule that the partition functio
 n is only well-defined\nwhen there is local thermodynamical equilibrium. W
 e point out the difficulty\nin quantising Einstein-Maxwell theory\, where 
 the so-called conformal factor\nproblem is considerably more intricate. Ou
 r method\, inspired by\nhep-th/0608001\, allows us to decouple the diverge
 nt gauge volume and treat\nthe metric perturbations sector in a gauge-inva
 riant way
