DESCRIPTION:We consider solutions of the (repulsive) Vlasov-Poisson System
which are small smooth perturbations of a Dirac mass (i.e. $\\mu=\\delta+
 fdxdv$ with $f$ small\, localized and smooth).&nbsp\; We show that these s
olutions are global and decay in time at the optimal rate\, and moreover t
hat they undergo modified scattering.&nbsp\; The proof is based on an exac
t integration of the linearized equation through the use of asymptotic act
ion-angle coordinates.&nbsp\; This is a joint work with Klaus Widmayer (EP
 FL) and Jiaqi Yang (ICERM).
