DESCRIPTION:Based on\n\n(i) Shannon information\,\n\n(ii) energy-time quan
 tization rule\, and\n\n(iii) quasi-static information-energy correspondenc
 e\,\n\na new general rule for the quantization of quasi-static information
  states in a non-equilibrium environment is provided if the distance from 
 equilibrium ΔS and the mean temperature of the environment T are known as
  a function of time. The method is applied to the expanding universe in or
 der to find the eigen-informations of long-lived physical structures that 
 are supported by the universe (or a local environment therein) at any give
 n epoch\, thus providing an information-theoretical basis for the rise of 
 complexity with time that embodies cosmic evolution.
