DESCRIPTION:In this seminar we shall analyze the response of the QCD vacuu
 m to an external\nmagnetic field\, in the case in which CP is broken by th
 e strong interaction. We show\nthat\, due to the presence of QCD instanton
 s\, the external magnetic field generates an\nanomalous electric dipole mo
 ment of the vacuum. We study the magnitude of this\neffect induced by the 
 weak cosmological large-scale magnetic fields\, and by the\nstrong magneti
 c fields permeating the vicinity of neutron stars. We show that the\npolar
 ization induced by the magnetic field of a magnetar could accelerate elect
 ric\ncharges up to energies of the order ϑ 10^3 TeV.\n
