DESCRIPTION:We calculate the exact Kohn-Sham potential that describes\, wi
 thin time-dependent density-functional theory\, the propagation of an elec
 tron quasiparticle wave packet of nonzero crystal momentum added to a grou
 nd-state model semiconductor. The potential is observed to have a highly n
 onlocal functional dependence on the charge density\, in both space and ti
 me\, giving rise to features entirely lacking in local or adiabatic approx
 imations. The dependence of the nonequilibrium part of the Kohn-Sham elect
 ric field on the local current and charge density is identified as a key e
 lement of the correct Kohn-Sham functional. Finally\, we apply the phenome
 nology to systems carrying steady currents.
