DESCRIPTION:This paper will examine the role of aspirations in human devel
 opment. The empirical research that is presented relates specifically to y
 oung people in the transition from school and college to university and th
 e wider world. Drawing on the work of Nobel Laureate Amartya Sen\, the con
 ceptual analysis is applied to understanding the policy implications of ad
 opting a capability approach in education and the challenges for policy de
 velopment. There are interesting comparisons and contrasts that can be mad
 e between health and education and more recently\, the conceptual work pre
 sented has been applied to health settings. A brief overview of rethinking
  health policy from a capability perspective will also be presented.
