DESCRIPTION:We develop an efficient scheme that allows for arbitrary opera
 tions on a cavity mode using a strongly dispersive qubit-cavity interactio
 n and time-dependent drives. The scheme can readily be implemented using c
 ircuit QED systems. Moreover\, the scheme can be extended for quantum erro
 r correction to protect information encoded in photonic cat states.\n
