DESCRIPTION:The Government's flagship welfare reform\, Universal Credit\, 
 which in addition to collapsing six workingage\nbenefit payments into one 
 monthly payment\, involves social housing claimants being given the\nrespo
 nsibility of paying their rent\, a responsibility referred to in the UK co
 ntext as direct payment. This\npresentation examines how tenants managed o
 n direct payment by drawing on data collected from the\nevaluation of the 
 pilots (DPDPS) set‐up to test it. The study found that direct payment ha
 d many negative\nimpacts\, not least that many tenants fell into arrears.\
 n\n\nBiography\n\nPaul Hickman is Professor of Housing and Regeneration at
  the Centre for Regional Economic and Social\nResearch (CRESR) at Sheffiel
 d Hallam University. He has undertaken research on a range of subjects\nin
 cluding: housing benefit\; welfare reform\; housing improvement\; the priv
 ate rented sector\; residential\nmobility and immobility\; community parti
 cipation\; neighbourhood infrastructure and social interaction\;\nhousing 
 management\; housing and regeneration\; social enterprise\; and French hou
 sing policy and\npractice. He has successfully managed major research proj
 ects for a number of funders including the\nJoseph Rowntree Foundation\, t
 he Department for Communities and Local Government\, the Department\nfor W
 ork and Pensions (DWP)\, and the ESRC. Paul led the evaluation of the Dire
 ct Payment\nDemonstration Projects for DWP\, a programme designed to infor
 m the development of Universal Credit.\nPaul was Chair of the Housing Stud
 ies Association for four years.
