Abstract
This paper will examine the role of aspirations in human development. The empirical research that is presented relates specifically to young people in the transition from school and college to university and the wider world. Drawing on the work of Nobel Laureate Amartya Sen, the conceptual analysis is applied to understanding the policy implications of adopting a capability approach in education and the challenges for policy development. There are interesting comparisons and contrasts that can be made between health and education and more recently, the conceptual work presented has been applied to health settings. A brief overview of rethinking health policy from a capability perspective will also be presented.
